Step 1 — Initial Inquiry

All engagements begin with a preliminary intake review.
This stage is intended to determine scope, structural complexity, and risk classification.

Clients are asked to provide high-level information regarding:

  • Nature of the transaction

  • Estimated investment size

  • Whether external financing is involved

  • Whether any agreement has been signed

  • Whether the transaction involves cross-border or regulated elements

This stage is for preliminary classification only and does not constitute a formal investigation.

Estimated time: brief questionnaire or scheduled 15–30 minute discussion.

Step 2 — Scope & Tier Determination

Based on the initial review, the engagement scope and risk tier are determined.

Where appropriate, further documentation may be requested, including:

  • Contracts and lease agreements

  • Loan arrangements

  • Corporate and ownership structure

  • Shareholder agreements

  • Tax and licensing documentation

  • Capital and payment structure

At this stage, Agency Nine confirms:

  • Risk tier classification

  • Project scope

  • Fixed project fee

  • Estimated delivery timeline

No formal analysis begins prior to engagement confirmation.

Step 3 — Engagement & Confirmation

An engagement letter is issued outlining:

  • Defined scope of review

  • Fixed project fee

  • Payment terms

  • Estimated delivery timeframe

  • Limitation of responsibility

Work commences upon formal confirmation and receipt of payment.

Step 4 — Documentation Submission

The review timeline begins once complete documentation has been received.

Incomplete submissions may delay commencement.

Step 5 — Analysis & Structural Review

Agency Nine conducts structured analysis, which may include:

  • Revenue assumption review

  • Cost rigidity assessment

  • Cash flow stress scenario

  • Control and ownership transparency review

  • Downside and exit exposure analysis

  • Regulatory exposure review (where applicable)

Where defined within scope, on-site verification may be arranged separately.

Step 6 — Written Report Delivery

A written report is delivered, outlining:

  • Overall exposure classification

  • Structural observations

  • Key risk variables

  • Scenario considerations

  • Recommendation: Proceed / Delay / Reconsider
